Luis Posada Carriles entered the U.S. illegally in 2005. The US administration had to be shamed into detaining Posada — but on immigration charges, not for
terrorism-related charges as would be expected of a terrorist in the United States. An exasperated federal judge declared herself "left with no choice" but to throw out the indictment. So for now he is free.
